The problem

Asset operators frequently inherit a completed capital project's data in a form that's technically complete but operationally unusable — thousands of documents with no structured link to the equipment, systems, or maintenance plans they describe. Rebuilding that structure after the fact is expensive and error-prone, and it's a large part of why the 'operate' phase of the lifecycle is so often treated as disconnected from how the asset was actually delivered.
